How about a mobile radar field unit or a fixed property as a radar station.
Proposed Mobile radar unit at same cost as recon but providing air unit only visibility range out to say 12 spaces and  perhaps more.. even 18  or 20 may be realistic/interesting  (2 days air movement) The fixed radar station should have much greater range than mobile version.

Further detail....Perhaps an enemy radar could be used imediately upon engagement and payment of a bribe (deducted from funds for a one off use) lol.  Radar might also detect naval units if line of sight is unobstructed by mountain land?.

Of course said hardware would only be useful in Fog of War.

AWBW needs more fog games and more heavy air and heavy naval units and broken COs getting used.
Make heavy air units cheaper, ? naval too.

There was a doctrine specific unit (think like a CO specific unit for AWBW, I guess) in Company of Heroes: Modern Combat that worked somewhat like your radar unit. I'll link it if it gives you any more ideas on the design. I like the idea though.
