In a notepad document, every character represents 1 tile. If you wanted a 5 by 5 map, you would have 5 columns and 5 rows of characters. To set the number of players, simply include the number of HQs equal to the players. For example, if you want a map with 4 players, include four "i"s which represent Orange Star HQs.
When you're done making the map, go to the upload map page, select the notepad file, and upload away.
There's an important detail you should note at this point: If you upload a map, it will become automatically published. If your map contains black squares and you unpublish it, you won't be able to publish it again. If your map has less than 2 players and you unpublish it, you won't be able to publish it again.
If you overwrite another unpublished map rather than creating it new, you can edit a black square map without having it be published while it's unfinished. Keep in mind that you can overwrite any map and the dimensions don't matter.
If you create a map that has any black squares in it, you will not be able to move units to the upper left tile in any games on the map.
For what each character translates to, this is a list of what I've found so far, in no particular order:

6 = BD city
7 = BD base
8 = BD air
9 = BD port
0 = black square
. = plain
a = NT city
b = NT base
c = NT air
